The Scientific and Technical Centre of Export and Import of Special Technologies, Hardware, and Materials (STC) is a non-governmental, non-profit organization within the export control system in Ukraine. It was established in 1997 at the initiative of the Ministry of Industrial Policy of Ukraine, with the consent of the State Service of Export Control of Ukraine. Its mission is to assist actors of foreign economic activities in the practical implementation of the export control-related legislative and regulatory documents and to create conditions for enterprises to efficiently carry out foreign economic activity.

STC:

-   studies and analyses international experience in export controls, nonproliferation of weapons of mass destruction (WMD), and counter-terrorist activities;

-   carries out scientific and research work related to export control and WMD nonproliferation;

-   researches and implements effective export control procedures at enterprises;

- studies export control international experience and develops internal compliance programs and commodity identification tools;

-   distributs knowledge in export controls, familiarizes public with nonproliferation problems and main international trends in this field;

-   cooperates with the state authorities and agencies of Ukraine, primarily with the State Service for Export Control of Ukraine, receives support and cooperate with the State Customs Service of Ukraine, National Academy of Sciences of Ukraine and other organizations;

-   renders expert assistance to Ukrainian enterprises and organizations on compliance with export control procedures and rules;

-   studies intergovernmental and Ukrainian problems in the field of export control and nonproliferation of nuclear materials and technologies;

-   studies general development trends of the national export control systems and generalizes international experience of cooperation between export control authorities of various countries;

-   arranges trainings for industry personnel on changes in Ukrainian legislative and regulatory documents concerning export controls;

-   conducts international seminars and conferences;

-   publishes Export Control Newletter, training programs,  collections of teaching materials and manuals on the problems of nonproliferation and export controls;

-   collaborates with such  international organizations: US DOE Argonne National Laboratory, Commonwealth Trading Partners Inc (CTP), Swdish Radiation Safety Authority (SSM), Federal Office of Economics and Export Control (BAFA), Germany.

-   focuses the attention of Ukrainian society on the problems of international security;

-   considers striving for strengthening the state system of export control to be its main goal;

-   promotes ideology formation of the export control experts on the issues of WMD nonproliferation and informs general public about the importance of their participation in the global disarmament processes;

-   promotes the effectiveness and strengthening of Ukrainian export control regime mechanisms, and facilitates their adherence to the EU standards.
