International seminar “Implementation of a Unified Control List of Dual-Use Goods: Legal Aspects”, December 18-19, 2007

In the framework of the EU Pilot Project “Expanding EU co-operation with third countries in export control of dual use goods” the State Service for Export Control of Ukraine jointly with the Federal Office of Economics and Export Control (BAFA) on December 18-19, 2007 have conducted an international seminar “Implementation of a Unified Control List of Dual-Use Goods: Legal Aspects” in the premises of the Diplomatic Academy at the MFA of Ukraine.

The representatives of the governmental authorities of Ukraine and the EU Member-States, nongovernmental organizations, leading Ukrainian enterprises and mass media participated in this international event.
In the course of the seminar, a number of critical issues in the field of export control were discussed but the most important part was presentation of the Ukrainian version of the unified List of dual-use goods and technologies. It was a result of a fruitful cooperation between the German Federal Office of Economics and Export Control and the State Service for Export Control of Ukraine.

As it was stated by the seminar participants, this event has contributed to further development of the Ukrainian export control system and to its transition to the European standards in this field. The First Deputy Head of the SSECU Oleksandr Hryshutkin pointed out that this historical fact initiated a new, European mode of thought in the field of export control.
From the responses of the foreign participants the audience learnt about the reasons of Germany for adopting the single control List of dual-use goods, about its structure, the main provisions of the Council Regulation EC №1334/2000 and the procedures of introducing changes into it. The seminar participants also found out about the process of adopting the European List by the new EU Member-States, about involvement of governmental organizations and industry into the work of the seminars, creation of the web-sites connected with the use of the EU List etc.
In the concluding session of the seminar the Leader of the EU Pilot project in Ukraine Werner Knapp and the Head of the SSECU’s Directorate Serhiy Shevchyuk informed participants about the further directions of cooperation between Ukraine and EU regarding this project and in the field of export control on the whole.
